The City of Dubuque has operated under the Council/Manager form of government since 1920. Under this form, legislative responsibility rests with the City Council and administration authority is given to a professional City Manager.
The City Council is responsible for setting overall policies and goals for the City and is comprised of the Mayor and six members who are selected in a non-partisan election for four year terms. The Mayor is the chief elected official and formal representative of the City. The Mayor and two council members are elected atlarge and four council members are elected from one of four wards into which the City's thirty-one square miles are divided. Over twenty boards and commissions are appointed by the council to advise them on a wide range of city issues. The City Manager is responsible for the day-to-day operations of city government.

The City of Dubuque employs 549 fulltime employees and has a combined operating and capital budget of $180 million.
DEPARTMENT: Leisure Services (Bunker Hill)
GENERAL STATEMENT OF DUTIES: Under supervision of the PGA Head Professional, assists in the management of the day to day operations of the Municipal Bunker Hill Golf Course; performs related duties as required.
DISTINGUISHING FEATURES OF THE CLASS: The employee in this class is responsible for assisting in the management, supervision, planning, directing, coordinating and performing work related to the municipal golf course, club house and food operations. The work includes supervising and assigning the work of seasonal employees. Assignments and general directions are received from the PGA Head Professional. Work is reviewed and evaluated by the PGA Head Professional through operating records, fiscal records, inspection of the facilities and effectiveness of services provided.
EXAMPLES OF WORK (ILLUSTRATIVE ONLY):
ESSENTIAL: Plans, organizes and supervises the work of employees engaged in all food and golf club house activities; administers check in and fee collection; controls and manages play and facility guidelines; monitors electronic tee sheets; provides assistance to the public on the game of golf, organizes and scores golf leagues and tournaments; recommends appropriate equipment and golf rules; assist in the cleaning of the golf shop, club house, golf cart staging area, cart barn and all other areas of the facility; stages carts daily and prepares tournament set up as determined by the supervisor; assists with complete startup and closing procedures for the facilities; provides excellent customer service; verifies age of customers purchasing alcohol products and follows facility policies and procedures; operates concession equipment; trains employees in operational procedures, products and services provided by the pro shop, snack bar and beverage cart; trains employees in customer service expectations; manages inventory of products and supplies; communicates and coordinates regularly with the PGA Head Professional to provide a high quality, safe and challenging golf course environment for customers; supervises the operation of food and beverage services to ensure that all laws and regulations of the City of Dubuque and the State of Iowa are followed; maintains appropriate records; responds to customer comments and questions in a courteous, timely and equitable manner; participates in the city’s intercultural competency training and program.
KNOWLEDGE, SKILLS AND ABILITIES:

ACCEPTABLE EXPERIENCE AND TRAINING: Some related experience at a private or public golf course and experience working with a diverse workforce; possession of a high school diploma or its equivalent, supplemented by coursework from an accredited college or university in community recreation, park and recreation administration, business administration or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
SPECIAL REQUIREMENT: Possession of or ability to obtain and maintain a valid Iowa Driver’s License.
