The City of Dubuque has operated under the Council/Manager form of government since 1920. Under this form, legislative responsibility rests with the City Council and administration authority is given to a professional City Manager.
The City Council is responsible for setting overall policies and goals for the City and is comprised of the Mayor and six members who are selected in a non-partisan election for four year terms. The Mayor is the chief elected official and formal representative of the City. The Mayor and two council members are elected atlarge and four council members are elected from one of four wards into which the City's thirty-one square miles are divided. Over twenty boards and commissions are appointed by the council to advise them on a wide range of city issues. The City Manager is responsible for the day-to-day operations of city government.

Community and Economic Development, Fire, Personnel, Building Safety, Health Services, Water Treatment and Water Pollution Control, Administrative Services, Library, Leisure Services, Planning Services, Police, Public Works and Transportation, Housing Services, Human Rights and Operations and Maintenance. The City of Dubuque employs 549 fulltime employees and has a combined operating and capital budget of $180 million.
Gaining Opportunities (GO) is a new program that focuses on community development and family self-sufficiency for individuals that are willing and ready to move out of poverty. The core curriculum is based on the goals of self-sufficiency which are; Meaningful Employment, Education/Training for the Workplace, Financial Stability, Accessibility to Essential Needs, Social Capital and the Ability to Navigate Systems. A component of GO is Getting Ahead in the Workplace. This is a personal development curriculum which guides participants in creating the path to a stable, secure future. Participants examine their own experience of poverty, assess their financial, emotional, social, and other personal resources, and learn how they can build these resources in their lives. It offers concepts and tools that allow participants to create attainable goals for their future. Participants meet once a week for a community meal and childcare is provided during these meetings. The VISTA will serve as a part of Volunteer Iowa's Rural Development and Opioid AmeriCorps VISTA project. Volunteer Iowa is a state agency whose mission is to improve lives, strengthen communities, and foster civic engagement through service and volunteering. VISTA members with our program have the benefit of a statewide support network of staff, Commissioners, National Service Programs, fellow AmeriCorps members and a VISTA Leader. Members receive ongoing training, support, networking and professional development opportunities.
Member Duties : Assist with the organizational development of Gaining Opportunities (GO) that will engage low-income residents. Develop data tracking and volunteer management processes for program outputs such as facilitation and programming at community meetings, childcare, meal donations, outreach for recruitment of participants and volunteers. • Assess and analyze data collection methods currently used to track various program outputs. • Modify systems to meet the needs of the current organizational structure and programming. • Pilot the use of updated systems and procedures. • Train staff to sustain new systems and procedures to track progress for various program outputs. • Research and analyze past successes and challenges with volunteer recruitment by collecting feedback from stakeholders. • Modify strategies as needed to fit current organizational structure and programming. • Train volunteers and leadership to implement and sustain the new recruitment and retention strategies.
