The City of Dubuque has operated under the Council/Manager form of government since 1920. Under this form, legislative responsibility rests with the City Council and administration authority is given to a professional City Manager.
The City Council is responsible for setting overall policies and goals for the City and is comprised of the Mayor and six members who are selected in a non-partisan election for four year terms. The Mayor is the chief elected official and formal representative of the City. The Mayor and two council members are elected atlarge and four council members are elected from one of four wards into which the City's thirty-one square miles are divided. Over twenty boards and commissions are appointed by the council to advise them on a wide range of city issues. The City Manager is responsible for the day-to-day operations of city government.

PLANNING SERVICES MANAGER
The City of Dubuque, Iowa (population 58,000) invites applications for the position of Planning Services Manager. The successful candidate will be responsible for performing professional planning work and providing leadership to the City’s planning programs which include long-range planning, special project planning, preparation and administration of land-use regulations, data base maintenance and historic preservation activities. The successful candidate will possess considerable experience in City planning, development services and historic preservation, including supervisory experience; experience working with and supervising a diverse workforce and working with a diverse population; graduation from an accredited college or university with major course work in planning or related field and a master’s degree in planning, public administration or related field; or any equivalent combination of experience and training which provides the required knowledge, skills and abilities. American Institute of Certified Planners (AICP) membership highly desirable. The successful candidate will possess a demonstrated ability to follow a management style that is input oriented and values equity, problem solving and the development of partnerships and desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork. The City offers an annual salary range of $82,118 to $107,390, and an attractive benefit package which includes twelve weeks of paid parental leave.
