The City of Dubuque has operated under the Council/Manager form of government since 1920. Under this form, legislative responsibility rests with the City Council and administration authority is given to a professional City Manager.
The City Council is responsible for setting overall policies and goals for the City and is comprised of the Mayor and six members who are selected in a non-partisan election for four year terms. The Mayor is the chief elected official and formal representative of the City. The Mayor and two council members are elected atlarge and four council members are elected from one of four wards into which the City's thirty-one square miles are divided. Over twenty boards and commissions are appointed by the council to advise them on a wide range of city issues. The City Manager is responsible for the day-to-day operations of city government.

Building Services Manager
The City of Dubuque, Iowa (population 58,000) invites applications for the position of Building Services Manager. The successful candidate will be responsible for administering, enforcing, interpreting and providing outreach and education regarding the city’s building, mechanical, electrical, plumbing and ADA codes and ordinances. Work also will involve responsibility for facility maintenance by administering and supervising the day to day operations and all capital improvement projects for City Hall, City Hall Annex, Multicultural Family Center and the Historic Federal Building. Supervision is exercised over a staff of inspectors, permit clerk, maintenance supervisor and custodial staff. The successful candidate will possess progressively responsible administrative and supervisory experience in all phases of building design, construction and inspection and experience supervising and working with a diverse workforce; graduation from an accredited college or university with major course work in structural engineering, architecture, construction technology or related field; or any equivalent combination of experience and training which provides the essential knowledge, skills and abilities.
