General definition of work: Directs the department, presentation and administration of the County's annual budget. Develops budget forms, disseminates information and serves as a budget liaison between Dubuque County departments and the Board of Supervisors. Provides recommendations to the Board of Supervisors related to financial operations and implements procedures to effectively manage the allocation of County resources. Identifies and pursues governmental and non-governmental funding opportunities for County activities. The work is performed under the supervision of the Board of Supervisors in accordance with general policies and guidelines established by the Board of Supervisors and reviewed through meetings, reports and results achieved. the work requires the exercise of independent judgment and initiative.
Specific duties: the Budget Director is responsible for the following duties:
Provide the Board of Supervisors with recommendations and policy options regarding the allocation and utilization of County funds.
Conduct cost/benefit analysis various alternative ways to allocate County resources.
Perform related duties as may be required.
Perform all work duties and activities in accordance with County policies, procedures and safety practices.
Maintain confidentiality and security of information as appropriate.
Special requirements: Criminal history background check is required. Must possess a valid Iowa Driver's license. Perform job related travel, which may require use of personal vehicle for official business and possess appropriate auto liability insurance.
Physical requirements: Ability to lift and carry a minimum of 25 lbs, sit for extended periods of time, squat, kneel, reach, bend, stoop, and stand. Sufficient vision to review materials in both electronic and hard copy form. Must have and maintain mental stamina to perform the work. Perform all required duties with or without reasonable accommodation.
Acceptable experience and training: Extensive experience in budgeting and accounting, with governmental or non-profit accounting desired. Possession of a Bachelor's degree in Business Administration, Public Administration, Accounting or related field is required and a Master's degree in Public Administration or a CPA is desired; or any equivalent combination of experience and training which provides the essential knowledge, skills, and abilities.
