Manager, Safety & Process Safety

East Dubuque Nitrogen Fertilizers, East Dubuque, IL

The incumbent will lead the facility to implement industry best practices that are consistent with company policies and procedures for safe work practices, injury prevention, emergency preparedness and response, contractor safety management and PSM/RMP.  The Manager of Safety & Process Safety will regularly interface with stakeholders including site leadership, employees, contractors, and industry peers.  This position is supported by the corporate process safety and health & safety directors.

EDUCATION REQUIREMENTS

  • Bachelor’s Degree in Safety, Chemical, or Mechanical Engineering or related equivalent experience.
  • Certified Safety Professional (CSP), Associate Safety Professional (ASP), Certified Hazardous Materials Manager (CHMM) or other EHS field certifications preferred.

EXPERIENCE REQUIREMENTS

  • Minimum of 7 years in field leadership, development, and implementation of safety programs in a process plant environment
  • Demonstrated leadership, strong communication, interpersonal, and teambuilding skills.
  • Demonstrated knowledge and application of regulatory health, safety, fire prevention, and process safety management compliance requirements and industry practices
  • Experience in risk evaluation and mitigation strategy
  • Technical writing skills required
  • Ability to efficiently manage time and resources to meet business needs

MAJOR ACCOUNTABILITIES

  • Manage team of Safety, Process Safety, Health, Emergency Response, and Training personnel by monitoring individual performance and developing opportunities for expanding knowledge base.
  • Interface regularly with facility and corporate leadership to develop and execute goals and objectives.
  • Leads all aspects of the Facility Management System for compliance with OSHA’s PSM Standard and EPA’s RMP Program.
  • Facilitate the efforts of the Hazmat Team and facility Emergency Response Planning.
  • Oversees the facility Process Hazard Analysis (PHA) process including PHA facilitation, Layers of Protection Analysis facilitation, report generation and general PHA compliance.
  • Directs the Management of Change (MOC) and the Pre-Startup Safety Review (PSSR) process and ensure follow-up, communication, closure, and quality of such documents.
  • Leads in the PSM audit process and completion of corrective actions. Track the status, documentation and action item closure for PSM audit action items.
  • Drives proper accident reporting and investigation for all Facility Incidents.
  • Acts as facility representative for regulatory visits.
  • Directs the effectiveness of the Contractor Program.
  • Leads the Facility’s Behavioral Based Safety Program.
  • Works with HR to manage Worker’s Compensation claims.
  • Periodically review and update the Safety and Health management systems, policies, programs and procedures.
  • Conduct facility Safety and Process Safety audits, including construction activities.
  • Ensures proper maintenance of records and prepares reports as requested.
  • Perform incident root cause analysis and implement effective corrective actions
  • Reviews and processes New Substance Forms for the facility
  • Serves as the facility Radiation Safety Officer
  • Manage expenditures, track and adhere to department expense and capital budgets

EXPECTED RESULTS

  • Provide facility leadership with guidance on regulatory compliance concerning health, safety and PSM/RMP programs
  • Engage site leadership to develop a culture in which health, safety, fire prevention, and process safety are fully integrated in day to day operations
  • Implement and maintain / enhance health, safety, PSM, RMP programs to assure alignment with industry best practices
  • Develop competency across the facility in the implementation of health, safety, PSM and RMP program
  • Adhere to all federal, state, local regulations and company policies concerning health, safety, PSM, and RMP requirements
  • Improvement in the facility’s Safety and Process Safety performance metrics
  • Successful development of direct reports (PSM Coordinator and Safety Specialist)
