The City of Dubuque has operated under the Council/Manager form of government since 1920. Under this form, legislative responsibility rests with the City Council and administration authority is given to a professional City Manager.
The City Council is responsible for setting overall policies and goals for the City and is comprised of the Mayor and six members who are selected in a non-partisan election for four year terms. The Mayor is the chief elected official and formal representative of the City. The Mayor and two council members are elected atlarge and four council members are elected from one of four wards into which the City's thirty-one square miles are divided. Over twenty boards and commissions are appointed by the council to advise them on a wide range of city issues. The City Manager is responsible for the day-to-day operations of city government.
Departments include Airport. Community and Economic Development, Fire, Personnel, Building Safety, Health Services, Water Treatment and Water Pollution Control, Administrative Services, Library, Leisure Services, Planning Services, Police, Public Works and Transportation, Housing Services, Human Rights and Operations and Maintenance. The City of Dubuque employs 549 fulltime employees and has a combined operating and capital budget of $180 million.
GENERAL STATEMENT OF DUTIES: As part of the City’s Engineering Department, the civil engineering intern will assist in the coordination of capital improvement projects under the direct supervision of the Project Engineer. This position involves working in all aspects of civil infrastructure projects including project design, construction administration, construction observation, construction materials testing and inspection, record keeping for pavement, sanitary sewer, storm sewer, and water main work. A portion of the work also requires regular communication between the various construction contractors and utility stakeholder coordination. Performs related work as required.
EXAMPLES OF WORK (ILLUSTRATIVE ONLY):
ESSENTIAL: Tasks include GIS data research, project design assistance, drafting project specifications, review of contract documents, quantity estimating, field investigation of existing conditions, bid document package assembly, on site construction observation, construction testing and record keeping, measuring and recording project quantities for payment, testing concrete, obtaining samples of other materials for testing, monitoring work progress, project scheduling assessment, assisting the project engineer with other regular tasks, and responding to resident’s questions in a courteous, timely and equitable manner.
KNOWLEDGE, SKILLS AND ABILITIES:
ESSENTIAL: Preferred educational background includes areas such as civil engineering, construction management, and related courses. The ideal candidate will possess solid technical skills, be self-motivated, be a good technical writer and communicator, and be able to work independently with minimal supervision. Technical skills desired for the position include aggregate and concrete testing, construction survey, plan reading, MS Word and MS Excel. Knowledge of CADD or GIS software would be beneficial but not required. Physical ability to handle medium to heavy work with some heavy lifting. The successful candidates will have completed at least their sophomore year in their field of study. The successful candidates will be knowledgeable of diversity, equity and inclusion; possess experience working with a diverse workforce and demonstrate an ability to follow a management style that is input oriented and values equity, problem solving and the development of partnerships along with a desire to be part of an organization that values service, people, integrity, responsibility, innovation and teamwork.
SUPPLEMENTAL INFORMATION: The internship is scheduled to begin midJune and end in midAugust. Compensation will be $13.80 $16.03 per hour depending on experience and capabilities. The work is fulltime during the summer. Normal hours are Monday through Friday 8:00 a.m. to 5:00 p.m. Overtime if necessary for assigned projects, work hours could be 7:00 a.m. to 5:30 p.m. Candidates may have the opportunity to work part-time during fall and spring school semesters, fulltime during winter break, and to return for subsequent summers.
