Purchasing, Sourcing/Supply Chain Specialist

Primary Purpose of the Position:

Generalist support to purchasing leadership of the company, specifically in the areas of tactical and strategic procurement, transportation, procurement planning, customer service, supplier development and inventory mgt. Incumbent will contribute to efficient and effective supply of materials leading to high levels of customer service; provide analytical support to cross functional teams such as Operations, Transportation, Sales, Quality, Continuous Improvement, and help in growing XL’s group of suppliers into a world-class network of business partners. Incumbent will report to the Director of Supply Chain.

   

 

Essential Functions:

 

Tactical:

Purchase parts, equipment, and materials by preparing request for quotations and submitting purchase orders with approved suppliers. Issues purchase orders and agreements that accurately reflect price, schedule, terms, and conditions as negotiated with suppliers. Maintains accurate lead times for assigned commodities. Determines the most cost efficient and reliable materials needed for the manufacturing process.

Monitors and evaluates supplier performance. Advises appropriate personnel of impending supplier failure to fulfill contractual agreements that may delay production or delivery. Maintains and builds supplier relationships and robust communication process.

Resolves shipment quality discrepancies by mediating supplier/manufacturing issues. Facilitates the resolution of issues by arranging and participating in conferences between suppliers and company personnel.

Negotiates and settles damage claims, rejections, and losses, return of materials, over-shipments, cancellations and engineering changes with suppliers. Provides parts, equipment, and materials information by answering questions and requests. Prepares reports by collecting, analyzing, and summarizing information and trends.

Complies with federal, state, and aerospace industry regulations; ensures adherence to requirements and advises management on needed actions. Complies with Government/Commercial Practices Manual (GPM/CPM) policies and procedures.

Interviews, selects and negotiates with suppliers in response to material requirements/cost issues. Establishes procedures to leverage the company’s position. Ensures purchasing strategy reflects the consistent utilization of local suppliers vs. Group strategic suppliers. 

Ensures for on-time and in-full deliveries through coordination with Production Planning, Forecasting, Transportation, Customer Service and Sales groups in order to meet customer needs and established service goals. 


Provide analytical support by monitoring metrics for the customer, management and team, while also creating Ad Hoc analysis as needed.

 

Strategic:

Identifies, investigates, and recommends potential suppliers, researching parts, equipment, and machinery, services, and materials availability in combination with detailed cost analysis, price justification, and risk assessment of suppliers. Develops alternate sources of supply by identifying and researching prospective suppliers.

Evaluates bids for standard and non-standard items. Selects suppliers for lower cost items or items of limited scope and complexity and negotiates price, delivery, quality and service.

Conducts supplier site visits and evaluates them as to production capability, performance, delivery, and other key business criteria. May complete supplier certification as part of a technical and/or quality team.

Establishes preferred supplier selection criteria based on supplier evaluations of price, quality, delivery, certifications, and compliance with governmental procurement regulations. Promotes and uses strategic suppliers.

Works with suppliers to develop and manage continuous improvement programs, addressing quality, delivery, service as well as price.  Participates in continuous improvement activities and provides suggestions for cost reduction and improved efficiency.

Develops and benchmarks best practices among the Divisions suppliers and maintain accurate measurements and records for evaluation of suppliers.

Collaborating with distribution network / customers in communicating any issues or problems while also evaluating current products received and future products desired. 


Project membership and support. Play an active and contributing role in various cross functional and independent projects through management, analysis, or data development – with the ultimate goal of developing into a collaborative and cooperative ‘team player’ on an organization-wide level.

 

Qualifications:

 
  • Minimum of 2-5 years purchasing / supply chain experience.
  • Bachelor’s degree required; in business, engineering, or materials management with certification in supply chain management preferred: APICS and/or ISM
  • Must have advanced computer skills and be able to understand electronic processing. Technically proficient in Excel, Access, and ERP systems.
  • Excellent written, verbal, and interpersonal communication skills for effective interface with all internal and external contacts.
  • Possess, analytical and technical skills required to understand business practices and recommend proper automation opportunities.
  • Must have functional understanding of cost accounting.
  • Must be an innovator and embrace lean enterprise principles and practices.
  • Ability to quickly learn new tools, systems, etc.
  • Ability to not only identify problems but also take action towards solving them.
  • Aptitude to manage by influence not only by hierarchy.
  • Six Sigma Green Belt and/or Lean Training desirable.
